In his first game with a target this season, Horton caught all 3 for 48 yards and three first downs, the last a 17-yarder to the Washington 7 with 3:00 left that set up Cooper Kupp's touchdown on the next snap. He also returned a kickoff 29 yards to start that drive, in a 33–31 loss to the Commanders.

33 to 24, Commanders, three minutes left in the fourth quarter, first and 10 at the Washington 24, no huddle. Sam Darnold threw deep right to Tory Horton, who ran out of bounds at the seven, 17 yards. +1.3 expected points added — expected points added is what a play was worth given down, distance and field position — and 2.7 points of win probability, the chance of winning the game after the play against before it. On the next snap Cooper Kupp caught the touchdown that made it 33 to 31. Horton had started that drive too, returning the kickoff 29 yards to the Seattle 32.
The line: three targets, three catches, 48 yards, three first downs, +3.6 expected points on the targets, 44 air yards. The first was second and five at the Washington 37 with three 39 left in the second quarter, deep middle for 17 to the 20; that drive reached the two and ended on downs. The second was first and 10 at the Washington 27 in the third quarter, 14 yards to the 13, the snap before Eric Saubert's touchdown. Then the 17-yarder. One target before halftime, two after, and every one of them moved the chains. 48 yards matches his career high, set against the same opponent in Washington last November.

Back in June the preview put Horton on the watchlist with a warning attached: five touchdowns on 13 catches in eight games as a rookie before a shin injury ended his year, a scoring rate it called the least repeatable line in the range, and it said the targets were the number that mattered. He missed the opener with a hamstring injury, per John Boyle at Seahawks.com, and in Week 2 he was active and did not appear in the play-by-play. Sunday he was thrown to three times and caught all three, all of it yards rather than touchdowns. Three targets is a small share, and it is the first entry in the column the preview said to watch. Seattle is home to the Chargers on Sunday the fourth.
